About Book - The government and politics has generally remained a subject of scientific enquiring for quite some time now. Considerable literature also can be identified on the particular theme. Inspite of this, a fresh look is always possible, as several streams of thought have appeared during these decades.
The book has deliberately been entitled "The Second Republic" to suggest the theme and the focus of the work. There are four parts, each dealing with different themes. The first part provides a historical background form of governance through ages covering the total period.
The second part of the book analyses in detail the working of the major institutions through which the First Republic of India operated. It also attempts to bring out the problem areas in the polity.
The third part is devoted to specific issues which have emerged during the working of the first fifty years of democratic governance.
The fourth part proposes a broad framework for the Second Republic, a framework tilted towards Presidential form of government. Apart from the three major organs of the State, other important aspects in governance are also briefly covered.
The book is an attempt to probe into our polity, its functioning and provide an alternative model which may be more realistic in view of Indian ethos. It is hoped that the book will be able to generate a fruitful debate on the theme amongst the informed sections of the citizens. It should interest the general reader as well as those engaged in the study of government and politics in India.
About Author - Prof. S.N. Singh, Professor Emritus, has been associated with teaching and research in Public Administration at Lucknow University for more than three decades. In between he has also served at the Lai Bahadur Shastri National Academy of Administration, Mussoorie from 1980-1984. During the period, he has authored about 10 books which have been well received in the academic circles. He has written about 50 research papers which have been published in the journals of repute. His main areas of interest concern Indian Government and Politics, development administration. After retiring as Professor, he is working as Principal Investigator of the UGC Major Research Project entitled "Paradigm Shift in India's Development" in the Department of Public Administration, Lucknow University.
